Gouws Roode

Gouws Roode is a labour law and human resource practitioner with more than 10 years experience in local government. He worked for the Department of Agriculture, the former Bloemfontein City Council, the erstwhile Municipal Employers’ Organisation until its disestablishment and the Free State Local Government Association (as it was then). 

During 1999 Gouws started his own business. In private business he assisted 18 municipalities to prepare employment equity plans, conducted investigations into alleged misconduct, prosecuted cases of misconduct, presided during disciplinary proceedings and appeal proceedings and assisted municipalities during conciliation and arbitration hearings at the Commission for Conciliation, Mediation and Arbitration (CCMA). He also subcontracted on a number of municipal support programmes for Woudstra & Associates. As subcontractor his responsibilities included the organisational restructuring of Metsimaholo, Tokologo and Mantsopa municipalities, writing of draft human resources management policies and drafting employment contracts and performance agreements.
