Key qualifications:

A labour law and human resource practitioner with 13 years experience in local government. He started his career with the Department of Agriculture in the personnel office, before he moved to the former Bloemfontein City Council in the human resource department where he dealt mostly with labour relations matters. In 1994 he was employed by the erstwhile Municipal Employers’ Organisation until its disestablishment in 1997 when he joined the Free State Local Government Association (as it was then). 

During 1999 Gouws started his own business. Van Zyl, Rudd and Associates then approached him to open an office in Bloemfontein. Most of the clients of Van Zyl, Rudd were municipalities. He assisted 18 municipalities to prepare employment equity plans, conducted investigations into alleged misconduct, prosecuted cases of misconduct, presided during disciplinary proceedings and appeal proceedings and assisted municipalities during conciliation and arbitration hearings at the Commission for Conciliation, Mediation and Arbitration (CCMA).

He also subcontracted on a number of municipal support programmes for Woudstra & Associates. As subcontractor his responsibilities included the organisational restructuring of Metsimaholo, Tokologo and Mantsopa municipalities, writing of draft human resources management policies and drafting employment contracts and performance agreements. He has also facilitated strategic planning and team building sessions for a number of municipalities.    

With Dr Koos Smith he developed a performance management system for municipalities linked to an employee performance appraisal system. The system was first implemented during 2001. Since then the system was implemented in a score of other municipalities in the Free State, Northern Cape as well as KwaZulu-Natal province. He was also appointed by Deloitte to assist a number of municipalities in the Eastern Cape and KwaZulu-Natal with institutional reform projects.
